RECAP is a comprehensive continuous improvement system for center-based early education and pre-k programs. It began in 1992 as a community-wide collaboration of many partners including: Rochester Area Community Foundation, Monroe County, Rochester City School District, Monroe Community College, over 25 community based organizations, such as Head Start, YMCA, settlement houses, Volunteers of America, community action partnership organizations, child care centers and Children's Institute.

Since its inception, RECAP’s guiding principle has been to systematically assess, promote and ensure high quality early childhood and pre-kindergarten classroom experiences. RECAP uses multiple measures from multiple sources to provide accurate, reliable and valid information that is used by professionals from the early childhood community. Data is used to make informed decisions that improve child, program and system outcomes.

On an annual basis over 3,500 three, four and five year olds and their parents, 220 classrooms and 180 teachers participate in RECAP. Participants are from the urban area of Rochester, NY and the rural County of Chemung, NY. RECAP documents that the City of Rochester has one of the highest quality pre-kindergarten programs in the country. Thirty pre-kindergarten teachers volunteered to test COMET in the fall of 2008. By fall 2009, 100% of all teachers in RECAP are using COMET.
